@ You’re going to have to tell us about what kind of budget you have and your priorities.  Is surfing absolutely paramount?  If so you may be limited to mostly Viti Levu. .

@ Patti I can’t really comment on Turtle Island Airways. In Fiji you are going to have to relax a bit. I’m not making excuses I’m just stating the reality. 
That said, I have no idea of TI’s track record. If it was really awful I probably would have heard.  I would try googling “Turtle Island Airways unreliable” and see what you find.
